اساتذہ کے لئے نافذ ضابطہ 2023 کے مقاصد کی تحقیقات 

ایک استاذ جس کی نہ تو معاشرے کے لوگ عزت کرتے ہیں، نہ عہدہ داروں کا انہیں پیار ملتا ہے، اور نہ حکومت ان کے درد کو سمجھتی ہے، حکومت صرف اساتذہ کے مخالف کام کر کے معاشرہ کے اس طبقے کا پیار حاصل کرنا چاہتی ہے جسے اساتذہ کے درد سے خوشی حاصل ہوتی ہے۔ ایسے میں کون چاہے گا کہ اتنی رکاوٹیں عبور کر کے ذلت کی زندگی گزارے، بہتر ہو گا کہ بی پی ایس سی، آئی اے ایس کا امتحان براہ راست پاس کر لیا جائے

          ایک وقت تھا جب لوگ استاذ نہیں بننا چاہتے تھے، کئی بار دیکھا گیا کہ کسی نے زبردستی اس کی مرضی کے خلاف استاذ بننے پر مجبور کیا تو اس نے استاذ بننے کے بعد استعفیٰ دے دیا۔ اس کے بعد صورتحال یہ ہوئی کہ جس نے ٹیچرس ٹریننگ کی ڈگری حاصل کی وہی استاذ بننے کے قابل ہوا۔ ضلع ایجوکیشن ڈیپارٹمنٹ ٹیچرس ٹریننگ کالجوں سے پاس ہونے والے امیدواروں کی لسٹ منگوا کر روسٹر کے مطابق بحالی کے کام کو انجام دیتا۔ لیکن اس پر ایک خاص طبقے کا غلبہ تھا۔ لالو پرساد یادو جن کے دور حکومت میں کہا جاتا تھا کہ تعلیمی نظام بدعنوانی کا شکار ہو چکا تھا، بدعنوانی سے پاک امتحانات کا انعقاد ناممکن ہو گیا تھا، ایسے میں غریب اور متوسط ​​طبقے کے بچوں کو پڑھانے کے لئے سرکاری اسکولوں میں انہوں نے سال 1994 اور 1999 میں بی پی ایس سی کے امتحان میں کامیاب امیدواروں کو استاذ کے عہدہ پر بحال کیا۔ سال 2003، 2005 میں ایسا بھی وقت آیا جب اعلان ہوا کہ ڈگری لاؤ اور نوکری پاؤ۔ سال 2012 کے ضابطے کے مطابق اب صرف ٹی ای ٹی پاس افراد کو ہی اساتذہ کی شکل میں بحال کرنے کا فیصلہ ہوا، پہلے بحال کئے گئے اساتذہ کو اپنی اہلیت ثابت کرنے کے لئے کارکردگی (دکچھتا) کا امتحان دینا پڑا تھا۔ ایک قدم آگے بڑھتے ہوئے، حکومت نے ایک ضابطہ یہ بنایا کہ صرف D.El.Ed یا B.Ed کی ڈگری والے ہی TET/STET امتحان میں بیٹھ سکتے ہیں۔ ساتھ ہی یہ ضابطہ بھی نافذ ہوا کہ بی ایڈ میں داخلہ، ٹیسٹ پاس کرنے کے بعد ہی ہوگی۔ اب تو ڈی ایل ایڈ میں داخلہ لینے کے لئے بھی ٹیسٹ پاس کرنا لازمی ہو گیا ہے۔ نئے قوانین (ضابطہ) سے یہ صورتحال بن گئی ہے کہ استاذ (ٹیچر) بننے کے لئے آپ کو پہلے ٹیچر ٹریننگ میں داخلہ کے لئے ٹسٹ دینا ہوگا، ٹریننگ کی ڈگری حاصل کرنے کے بعد آپ کو CTET میں کامیاب ہونا پڑے گا تبھی آپ BPSC امتحان میں شرکت کے اہل ہوں گے۔ یعنی اتنی زبردست اسکریننگ کے بعد آپ ایک استاذ بننے میں کامیاب ہو جائیں گے، جس پر معاشرے کی ہر وقت سخت اور بری نظر رہے گی۔ اساتذہ کی بحالی کے اس پورے عمل کا جائزہ لینے سے سابق مرکزی وزیر تعلیم ڈاکٹر رمیش پوکھریال ‘نشنک’ کا یہ بیان درست معلوم ہوتا ہے کہ آنے والے وقت میں آئی اے ایس افسر بننا آسان ہوگا، لیکن استاذ بننا مشکل ۔ اس بات سے میں بھی اتفاق رکھتا ہوں کہ ایک استاذ جس کی نہ تو معاشرے کے لوگ عزت کرتے ہیں، نہ عہدے داروں کی شفقت پاتے ہیں اور نہ ہی حکومت اس کے درد کو سمجھنے کی کوشش کرتی ہے، وہ تو معاشرے کے اس طبقہ کی دعا چاہتی ہے جسے اساتذہ کے درد سے خوشی ملتی ہے، اسی لئے حکومت اساتذہ مخالف کام کر تی ہے۔ بھلا کون اتنی رکاوٹوں کو عبور کر کے ذلت کی زندگی گزارنا چاہے گا، بہتر ہو گا کہ بی پی ایس سی، آئی اے ایس کا امتحان براہ راست پاس کر لیا جائے۔ .
          سال 2023 کے ضابطہ کا گہرائی سے مطالعہ حکومت کے مقصد کو ظاہر کرتا ہے۔ کیا آپ حکومت سے اساتذہ کی بہتری کی توقع کر سکتے ہیں، جس حکومت نے اسکولوں میں تعلیمی ماحول پیدا نہیں ہونے دیا۔ بحال ہونے والے اساتذہ کو عزت نہ دینے سے ہی آپ حکومت کے مقصد کا اندازہ لگا سکتے ہیں۔ بالکل ایک کھلی کتاب کی طرح یہ واضح ہے کہ جب کوئی ناخوش اور ذہنی طور پر درست نہ ہو، آپ اس سے بہتر نتائج کی توقع نہیں رکھتے تو آپ ایک استاد سے کیا امید رکھ سکتے ہیں جو ذہنی طور پر الجھن میں ہو، سماجی و معاشی دباؤ میں ہو۔ اسکولوں میں آج اساتذہ کی شدید کمی ہے۔ اس کو پورا کرنے کے لئے  حکومت نے بڑے پیمانے پر بحالی کا اعلان کیا ہے، ساتویں مرحلے میں دو لاکھ اساتذہ کو بحال کیا جائے گا۔ لیکن کیا حکومت دو لاکھ اساتذہ کو بحال کر پائے گی؟ ناممکن۔ بڑی ستم ظریفی یہ ہے کہ جو لوگ بی پی ایس سی امتحان پاس کرنے کے اہل ہیں ان کے پاس ٹیچر ٹریننگ اور سی ٹیٹ کی سرٹیفکیٹ نہیں ہے اور جن کے پاس ہے ان کے لئے بی پی ایس سی کا امتحان پاس کرنا دشوار کن ہے۔ ان سب کا اثر اسکول کے معصوم بچوں پر ہی پڑے گا۔ نہ اسے اساتذہ ملیں گے اور نہ ہی اسے معیاری تعلیم ملے گی۔ جب قوم کی بنیاد بنانے والے، معمار قوم (راشٹر نرماتا) کا مستقبل گڑھے میں ہوگا تو وہ تخلیق کیا خاک کرینگے۔ نئے ضابطے کے ذریعہ ایسی صورتحال پیدا کی جا رہی ہے کہ اگر پہلے سے بحال کئے گئے اساتذہ بی پی ایس سی پاس نہیں کرتے ہیں تو انہیں مالی نقصان اور حکومت کو فائدہ ہو گا، جب کہ نئی بحالی کے لئے امیدواروں کی بہت قلیل تعداد ہی کامیاب ہو سکے گی، اس میں بھی حکومت کا معاشی منافع ہے۔ یعنی دولت جمع کرنے کے حکومت کے عمل سے ملک کا مستقبل، ہمارے بچوں کا مستقبل داؤ پر لگ جائے گا۔ یہ حکومت کی ناپختگی کا تعارف ہے۔ استاد بھی آپ کے اپنے معاشرے کا حصہ ہے، کیا اس کی عزت میں آپ کی عزت نہیں؟ اس لئے کوئی بھی قدم سوچ سمجھ کر اٹھایا جائے۔
